As part of the 24th Annual Health Economics Conference hosted by PennLDI, Mark Pauly and Jonathan Gruber were featured in the Plenary Panel discussing the role of economics in shaping (and possibly reshaping) the ACA. In this conference, he infamously says that "Lack of transparency is a huge political advantage.” Oh, and he calls American people stupid.
